Abstract
Although voters in 1989 approved spending $9 million for the construction of two juvenile detention facilities, neither the planned Bangor detention center or the South Portland treatment building have been built. The South Portland facility was put out to bid earlier this year, but cost estimates are coming in over the $4.5 million budget, necessitating a scaled-back project. Details.
