Abstract
The Sears Island cargo port was first proposed in 1978, and has since cost taxpayers some $17 million. The Maine Department of Transportation, frustrated in its efforts to build the port by challenges from federal regulators and the Sierra Club, is set to release a new proposal which will minimize damage to marine and freshwater wetlands.
