Abstract

Scarborough's new $2.4 million municipal building is the only town hall in the state constructed with funding through the use of a tax increment financing (TIF) district. The TIF allowed the town to use taxes from development in the Oak Hill district specifically for the construction of the building, as well as toward paying off two bonds for the library which opened in 1990.
