Abstract

Brief article reporting that the Portland City Council voted 8-1 against a proposal by Councilor John McDonough which would have limited City Manager Robert B. Ganley's authority to use operating funds for projects which go over budget. McDonough suggested limiting the city manager's fiscal authority when he learned that Ganley had used public works money for the renovation of Hadlock Field.
