Abstract

Portland developer Pamela Gleichman in 1987 secured a low-interest Farmers Home Administration loan to build eight projects in northern Maine for low-income tenants. The Maine State Housing Authority agreed to provide rental subsidies for Gleichman's tenants, and now says that Gleichman is $288,000 overdue on payments on the agreement. Complicating the matter are allegations that Gleichman received preferential treatment from Dwight Sewall, who now heads the MSHA. Details.
