Abstract

At a city hall press conference called by members of the black community, Portland city manager Robert B. Ganley admitted that the city has been discriminating against black job applicants. Ganley promised, however, that he will hire a new staff person, probably from a minority group, to insure that minorities are given equal opportunity.
