Abstract

First of a five-part series on Maine's formula for educational funding. Maine's system of educational funding provides more state aid to communities with low property values and less aid to communities with high property values. The system, designed to guarantee that students in every community in the state have equal access to an education that meets the basic standards, has left almost everyone unhappy with the amount of state aid they receive.
