Abstract

Former Wall Street lawyer Robert M. Hayes, 40, of Cumberland, now an advocate for the poor, will represent the city of Portland in its class-action suit against Gov. McKernan and other state officials. The suit seeks immediate housing for the estimated 3,500 mentally disabled homeless Mainers, and asks the state to stop forcibly discharging people from mental institutions without guaranteeing community-based care.
