Abstract
Opponents of term limits for state legislators have begun a low-key effort to convince voters that the concept is a bad idea. There is, however, no organization, no leader and no money, and supporters of term limits are being financed by philanthropist Elizabeth Noyce, who has already contributed $330,000 to the campaign.
