Abstract

District Court Judge Leigh Ingalls Saufley has ruled that a city order requiring the owners of the historic Tracy-Causer building on Fore Street to preserve the deteriorating building constitutes an unlawful taking of property without compensation. The building, built shortly after the 1866 Portland fire, has been unused since about 1983. The current owners would like to demolish it, but a city ordinance requires owners of historic landmarks to prove economic hardship before they can demolish a structure. Details.
