Abstract
U.S. District Court Judge Gene Carter on Thursday sentenced Daryl E. Singleterry, 20, of Portsmouth, to 20 years in prison for possession with intent to distribute crack cocaine and using or carrying a firearm during commission of a drug crime. Stephen H. MacKenzie, Singleterry's attorney, had argued that federal sentencing guidelines discriminate against African Americans because they mandate harsher sentences for crack cocaine, which is preferred by blacks, than for powdered cocaine.
