Abstract
The Scarborough Town Council voted unanimously to let stand its mass-gathering ordinance until the fall, effectively postponing a new ordinance which would have governed events that drew 1,000 or more people. Scarborough Downs owner Joseph Ricci had voiced opposition to the new ordinance, saying it would impede efforts by him to stage large rock concerts at the track.
