Article reports that Portland has hired Robert M. Hayes, founder of the National Coalition for the Homeless and a lawyer who has won landmark decisions benefitting the homeless and the mentally ill, to represent Portland in its suit against the state of Maine seeking to improve community care for the mentally ill.
