Abstract

Article reports the guidance given by a majority of South Portland city councilors that municipal departments hold spending to last year's levels when proposing 93-94 budgets. City employees' reluctance to accept a second year of pay freezes and the prospect of dropping revenues from the state complicate consideration of this year's budget.
