Abstract

A proposal supported by several insurers and the state's largest business organization would add a 5.5 percents surcharge on all property-casualty insurance in the state to help bail out a troubled part of the workers' compensation system. Critics contend the cost-shift is unfair to homeowners, drivers and business people who have nothing to do with the Maine workers' compensation system.
