Abstract

Officials of city, state and federal law enforcement agencies in Maine have hailed the arrest of a Portland man on civil rights charges as representative of a newly coordinated effort against hate crimes. Federal civil rights charges were filed Sunday against Thore Aatlo, 32, who allegedly harassed an African American businesswoman as she ate dinner in an Old Port restaurant.
