Abstract

A legislative policy of shrinking programs in the face of budget cuts instead of outright elimination of services has guided the state's leaders since the recession began eroding revenues several years ago. Some proponents of a restructuring of state government believe such a move would save money by centralizing administrative functions and eliminating the positions of senior bureaucrats, without necessarily affecting the services themselves.
