Abstract

Retired Navy Capt. William McDonough, former commander of the Portsmouth Naval Shipyard and current executive director of the Seacoast Shipyard Association, is a leader in the effort to save the shipyard from closure. The yard, in operation 174 years, is the oldest in the country, and an announcement on whether to close it is expected to be made March 15. Details.
