Abstract

Telephone calls to Governor John R. McKernan's office over the gay-rights bill swamped the switchboard, forcing the secretary manning the phones to give up taking names when the calls became too frequent. Critics are asking why the governor's office bothered keeping a tally of the calls when they became anonymous, since there was nothing to prevent the same caller from recording his vote for or against the measure dozens of time.
