Abstract

The Commercial Fishing Industry Vessel Safety Act of 1988 requires most fishing boats to have survival suits, emergency radio beacons, sophisticated flares, alarm systems and a host of other accessories. The new regulations, which first went into effect in 1991 and are being phased in through late 1995, are credited with making commercial fishing a safer profession.
