Abstract

Commercial developers Art Girard and Michael Scarks plan to renovate the now-vacant Maine National Bank building on Congress Street in Portland and aggressively seek tenants with below-market rates. The 132,000 square-foot building, vacant for a year, was purchased for $251,000.
