Abstract

Gov. John R. McKernan has acknowledged that a tax increase might be necessary to preserve Medicaid coverage for nursing home care if the federal government refuses to go along with proposed limits on future coverage. McKernan's acknowledgement came after the Human Resources Committee had told budget negotiators services for the poor, elderly and mentally ill will cost $163 million more than administration proposals.
