The Seacoast Shipyard Association, a local lobbying organization representing the Portsmouth Naval Shipyard, may eventually open a office in Washington in order to counteract claims by the supportes of the Charleston (S.C.) Naval Shipyard, which wants Portsmouth to be closed instead of Charleston.
