Abstract

An esxperiment in the budgeting process has resulted in legislative committees attempting to define policy and programs for departments under their jurisdiction, a task which in the past was handled largely by the Appropriations Committee. The initial results are recommendations for "bare bones" spending that exceed Gov. McKernan's targets by almost $400 million.
