Abstract

The nation's only legislators who exclusively represent Indian tribes, Priscilla A. Attean of the Penobscot Nation and Madonna M. Soctomah of the Passamaquoddy Tribe, say that despite the fact that they are not allowed to vote on issues, their presence at the State House gives them a unique opportunity to influence laws.
