Abstract

State employees, who have seen unpaid days off cancel their raises, shorter work weeks trim their paychecks and less time to do their jobs, are haunted by the uncertainty of continuing to work for a government facing more budget cuts and which has traditionally relied on its work force to absorb spending cuts.
