Abstract

William McDonough, former commander of the Portsmouth Naval Shipyard and now chief lobbyist for the Seacoast Shipyard Association, says businesses in the area haven't contributed enough time and money to the campaign for the shipyard's survival. McDonough says that businesses in Charleston, S.C., site of Portsmouth's major rival in the base-closure process, have contributed $1 million to remove their shipyard from the closure list.
