Abstract

Critics believe that the state's foster care system is outdated and that it does little more for teenagers than to shuffle them from foster home to foster home and to various shelters as beds become available. Child advocates believe there needs to be a shift toward prevention and keeping families together. Presently there are about 1,000 teenagers in the custody of the Department of Human Services, which runs the foster care program.
