Abstract

The state Attorney General's Office has announced that it will not pursue criminal charges against Portland City Councilor Charles Harlow, who had improperly signed nomination papers before the May 1993 municipal elections. Harlow had maintained that the improper signatures were an honest mistake, while his opponents charged fraud and abuse of power.
