Abstract

The city of Portland is close to reaching an agreement with the York-Cumberland Housing Development Corp. and the Portland West Neighborhood Planning Council on nearly $1 million in defaulted loans. The two non-profit agencies, acting separately, received more than $4 million in Maine State Housing Authority and Portland Housing Authority loans to develop low-income housing during the 1980s.
