Abstract

Maine's circuit-breaker tax-relief program, which last year provided property-tax relief to some 60,000 low- and moderate-income Maine households, was slashed in the recently-passed budget. As a result, at least one-third of the 5,300 Portland residents who received a refund on last year's taxes will be dropped from the program, and the remainder will likely see a reduction in benefits.
