Abstract

Portland City Councilor John McDonough has asked city attorney Gary Wood to draft legal changes which would limit the ability of the city manager to finance capital projects without the approval of the city council, and plans to seek council approval on the plan as soon as possible. The move comes after disclosures that City Manager Robert B. Ganley has approved the use of funds to pay for cost overruns in the Hadlock Field renovation project. Details.
