Abstract

Emergency telephone operators estimate that 60 percent of the 600,000 annual calls to Portland's 911 system are nuisance or non-emergency calls, and acknowledge that those calls are interfering with the city's link to emergency services. Officials are trying to implement education programs so the public will know not to call 911 unless they have an emergency. Details.
