Abstract

Casco Bay Estuary Project Director Lee Doggett blamed overboard discharge systems and malfunctioning septic systems for the closure of 40 percent of the productive clam flats in Casco Bay. Doggett made the comments during a boat trip on Casco Bay with Gov. McKernan and his cabinet, who are attending a retreat at Southern Maine Technical College.
