Abstract

Portland's legislators and city officials are trying to change the image of Portland as a wealthy business center that doesn't struggle under the same problems as the rest of the state. In the Legislature, Portland has to go up against legislators who represent a predominantly rural population suspicious of the state's biggest city, forcing a change in strategy that sees the city courting allies beyond its borders.
