Abstract

The arrest of Eli Cayer, 20, on charges of defacing property by spray-painting his "tag-name" has encouraged police to believe that they will be able to act against the recent outbreak of graffiti in Portland. Lt. Mark Dion, head of the Tactical Enforcement Unit, says that graffiti has really become a problem in Portland only during the last two years. Details.
