Abstract

The Maine Coalition for the Homeless plans to file a class-action suit against Gov. John R. McKernan and state officials because of the state's treatment of about 1,000 teenagers in custody of the Department of Human Services. Janet Ogilvie, 16, was put into foster care 18 months ago, but after living in three different foster homes the Department of Human Services sent her to a homeless shelter and has since stopped monitoring her.
