Abstract

Barbara C. Hager, executive director of the Portland Downtown District, has developed a "Park and Work" program which will offer cut-rate off-street parking to lower-paid downtown workers. The program, aimed at reducing parking problems and freeing street parking spaces for shoppers, also calls for increased enforcement of parking violations and higher fines. Details.
