January's general fund revenues exceeded estimates by 9 percent, or nearly $13 million, according to the McKernan administration. State Tax Assessor John LaFaver says much of the surplus resulted from a widespread taxpayer strategy of withholding tax payments, and is thus an abberation. Details.
