Abstract

Keith A. Peaco, executive director of Pharos House, says he was not intentionally trying to mislead people when he said that the Pharos House on Grant Street never posed a threat to neighbors. Ernest B. Shackford Jr., then a resident of Pharos House, in December 1983 threatened a Portland woman and her daughters before being frightened away. Details.
