Abstract

Residents of Biddeford's Biddeford Pool neighborhood and Portland's Stroudwater neighborhood are talking about seceding from their respective cities because they believe taxes are too high for the services they receive. Both neighborhoods are home to affluent families and elegant homes, and the tax rate for Biddeford Pool is higher than the rest of Biddeford because of its proximity to the ocean. Details.
