Abstract

The Portland City Council decided early this morning not to accept any more halfway houses for prison inmates. The measure, introduced by Councilor Cheryl A. Leeman, passed 7-2, with Councilmen Thomas H. Allen and Peter E. O'Donnell against it. Orlando Delogue, a teacher at the University of Maine law school, said the action may lead to a suit against the city. The permit for a pre-release halfway house on Washington Avenue had been sought by Pharos House, which operates another facility on Grant Street.
