Barry G. Metcalf, 54, a homeless man, says that he has been living next to the northbound on-ramp to I-295 from Forest Avenue since May and that police were aware of it. City public works crews on Tuesday removed makeshift tents from the area, and police officials said that the campsite was only recently discovered. Details.
