Abstract

As the Maine Bureau of Mental Retardation proceeds with plans to close the Pineland Center, it is relying increasingly on community-based systems of care to provide for the state's mentally retarded adults. One such private, non-profit agency is Port Resources, which operates a network of 17 homes for the mentally retarded. State inspectors have recently discovered numerous violations at some of the homes Port Resources operates, pointing to weaknesses in the state's emerging community system of care.
