Abstract
A recent self-study of the Maine State Retirement System shows that it is underfunded by $1.25 billion, mostly as the result of political manipulation. A separate four-member commission appointed by Gov. McKernan will present recommendations to the Legislature next year, but initial conclusions are that the system providing pensions for 17,597 retirees and 42,019 teachers and state workers still on the job is not functioning properly.
