Abstract
The U.S. Department of the Interior, the Penobscot Indian Nation, Maine Audubon Society and others have petitioned the Federal Energy Regulatory Commission to reconsider its decision to relicense Bowater's five dams on the West Branch of the Penobscot River. The appeal focuses on the decision not to recommend higher flows in the so-called back channel, five miles of former riverbed between Shad Pond and Quakish Lake. The Penobscot Indian Nation argues that the West Branch of the Penobscot River is of cultural significance to the tribe. Gordon Russell of the U.S. Fish and Wildlife Service said the relicensing has been going on for ten years, as compared to International Paper in Jay, which brought together various conservation groups and agencies and accomplished relicensing there in six months.
