Abstract

The October storm submerged one of the wastewater treatment plants at the S.D. Warren paper mill in Westbrook. Stuart Rose of the Maine Department of Environmental Protection said that is is unrealistic to expect paper mills to meet environmental standards during natural disasters. Wastewater treatment plants throughout southern Maine were incapacitated during the flooding that accompanied the storm, discharging millions of gallons of untreated or lightly treated wastewater into Casco Bay and area rivers. Rose said he was unconcerned about environmental damage because the volume of rain diluted the wastewater.
