Abstract

State representative Henry Joy, R-Crystal, has sponsored L.D. 1452, "An Act to Place a Moratorium on Construction and Development in Southern Maine and to Provide for Equal Economic Opportunity for All Regions of the State." The measure, besides imposing a moratorium on construction, would create a new governing board to study the feasibility of creating two states out of the current Maine territory. The bill is one sign that the concept of two Maines, north and south, is back in vogue. State senator Mary Cathcart, D-Bangor, said the north wants to draw attention to the area's needs.
