Abstract
MaineShare, a federation of 30 social service, non-profit, and advocacy groups is contesting the decision of Kevin Concannon's, the commission of human services, to deny 14 of their programs admission into the Maine State Employees Combined Charitable Appeal (MSECCA). The MSECCA admissions committee recently adopted a "direct services" criterion, and MaineShare executive coordinator Matthew Howe says he was never given an adequate explanation for the exclusions. Only 23 of the 492 agencies that applied to the program were denied admission, and 14 of those belonged to the MaineShare federation. The program allows state employees to make charitable donations through payroll deductions.
