Abstract

There are 336 lobbyists compared to 186 lawmakers in the Legislature. The lobbyists were paid $5.9 million in 1996 and 1997, compared to $3.2 million for legislative salaries. The Maine Civil Liberties Union has filed a suit against the state ethics commission and the Attorney General's Office, protesting the increase of annual lobbying registration fees from $200 to $400, in order to help the commission administer the state's new Clean Election Act. They claim that fees over the bare cost of registration amount to a tax on political speech. The Maine Campground Owners Association is joining the MCLU as a plaintiff. With related editorial.
